THE STEPHAN CANNON CASE

Incident: David Dorn, a retired St. Louis, Missouri, Police Captain, was shot and killed by Stephan Cannon on August 27, 2020.

Scenario: Retired Captain Dorn provided private security for the owner of a pawn shop who was a former criminal Dorn had personally helped get on the right path when he was still a serving officer. Dorn responded to an alarm at the pawn shop and came upon a group of looters including Cannon who shot him and left him to die on the street.

Groups involved: Criminals, individual person.

Evaluation: There is no indication the killers knew Dorn was a retired St. Louis police officer. They were engaged in criminal activity as opposed to organized protests. Although this may seem unrelated, the general aura of lawlessness, chaos, and impunity pervasive throughout the country caused by the riots has opened the floodgate for other criminals. This was organized looting that exploited an existing politically-motivated event.

Implications: Criminals have ample opportunity to exploit situations like this with a decent chance they will get away with it. This incident highlights the necessity for effective law enforcement.
